VP of Finance and Corporate Controller

Essential Duties

  • Prepare the annual budget by compiling divisional statistical data and revenue collection data.
  • Maintain general accounting system, including the Accounts Payable and Payroll functions.
  • Responsible for the proper collection, transmission, recording, deposits, and distribution of funds.
  • Coordinate the annual financial and compliance, child support, child support indirect cost and other post-employment benefits (OPEB) audits with the external auditors to ensure timely completion of the audit with minimal interruption of daily activities.
  • Provide financial guidance and recommendations.
  • Collect and analyze data and prepare reports to use within the office or for dissemination to outside agencies.
  • Direct and assist in the performance of cash management activities, including investment of funds.
  • Assist the Financial Services Division (FSD) Manager with developing and maintaining an effective division through proper selection, training, and assignment of personnel.
  • Work with FSD Manager to develop the division’s objectives and timetables for implementing new legislation or local ordinance changes.
  • Participate in the development, implementation, and on-going realization of Strategic Plan.
  • Ensure compliance with existing laws, rules, and regulations. Review new and revised laws and make recommendations.
  • Responsible for coordinating payments made to state and local agencies when new legislation or local ordinances are implemented.
  • Provide various financial scenarios and alternatives to address organization issues and challenges.
  • Work closely with Information System &Technology and Process Improvement and Project Management Office to develop, produce, and analyze various forecasting models and deliverables.
  • Evaluate vendor proposals for adequacy and conformance to specifications.
  • Plan and conduct effective training sessions for staff as well as general staff meetings as requested.
  • Communicate with coworkers, management, staff, the general public, and others in a courteous and professional manner.
  • Conform with and abide by all regulations, policies, work procedures and instructions.
  • Must be able to travel to all work locations including outlying branches.

  • Plan, organize and control activities.
  • Manage change and assess and shape culture of the organization.
  • Make decisions in accordance with applicable laws, rules, regulations and policies.
  • Define problems, collect data, establish facts and draw valid conclusions.
  • Demonstrate knowledge of the state statutes, rules and regulations, principles, practices, and procedures pertaining to governmental accounting, budgeting, and fiscal operations.
  • Display knowledge of automated accounting systems and spreadsheet software.
  • Interpret, apply, and make decisions in accordance with applicable laws, regulations and policies.
  • Define problems, collect data, establish facts and draw valid conclusions and prepare reports.  
  • Plan, organize, motivate, and supervise work of subordinates.

 

 

Minimum Qualifications

Required:

  • A Bachelor’s degree in Accounting or a related field,
  • 5 years of progressively responsible professional experience in governmental accounting and/or financial management
  • Extensive knowledge of Fiscal Management, Accounting, Auditing, Budgeting, Policy Development, Analysis of Operation, Productivity Improvement, Purchasing, or related areas is required.

Preferred:

  • CPA certification desired.
